Tesseract language data notice

Distributed artifacts:

The installed npm packages @tesseract.js-data/chi_sim@1.0.0 and
@tesseract.js-data/eng@1.0.0 declare the MIT license in package metadata but
do not include a standalone license file. Their source repository is:
https://github.com/naptha/tessdata

The upstream tessdata repository distributes the trained data under the
Apache License 2.0. The complete upstream license is retained alongside this
notice as LICENSE-TESSDATA.txt.
